Ok, ok...! lets slow down a bit here. Remember the first Civilization? The boardgame? Why not let the original game inspire to some changes? I have some suggestions.

In the original Civilization boardgame, including the Civ1, you had calamities like volcanos, earthquake, empidemics, etc. that had huge effect on the game. You knew they were coming, so you could prepere for them! (less in Civ1 of course) Reintroduce these calamities!! Find new ways to balance the game with disasters and unpredictable events!

In the original boardgame, collecting one commodity gives exponentional value. Likewise it should be extremely valued to be monopolist in Civ4. I find it is not valued enough in civ3.
 
I think it would be very nice to see a return of the calamities (Although to be fair, Civ3 does have volcanoes). - so long as they are optional. Sometimes I just wouldn't be in the mood for worrying about what kind of hideous affliction will next befall my townspeople.

And, I'm not sure about the monopoly thing - as far as I am aware, in Civ3 you can sell what you have for a pertty darn high amount sometimes. I would assume (Though I've never achieved it) that by controlling -all- the world's resources of such a thing, you could charge people through the nose.
