Can Build Districts in 1 Turn, regardless of production

Been playing this game as Egypt. Large Map, Quick Speed, Modern Era start.

Every city is able to build every base district in 1 turn, regardless of how much production it produces. You can see in this city that the production is 4.5/turn but I can build every base district in 1 turn. And it does actually build in one turn so it's not a display problem. But the buildings for the district seem to have the correct build times. It has been this way all game.

 
I just played an information era start and it was the same. 1 Turn builds. Are you sure this is a bug and not a feature of a late start?

I mean they give you all of the buildings when you build the districts so they probably don't give you the district automatically because they want you to choose where it goes. In old civs your cities started with numerous buildings. Since we now have to build districts, they obviously couldn't do this exactly the same. Or are we considering cities starting at size 6 a bug as well?

This seems like a feature, not a bug.

If others are experiencing it too, that could be a likely explanation. Like I said, it does speed initial city building up if you focus on that industrial district. I've even been able to do it in a newly captured AI city that had negative build times due to 110% production penalties. I guess the only thing that does seem slightly suspicious is that it seems to be for all base districts in each city forever, regardless of how many you build. But I'm OK with marking this thread as not a bug. Thanks for the feedback!
