Can city-states build UUs?

I have a situation in my current game where Pocatello has parked a hwacha in his capitol. Korea is not in the game, and he is currently allied with a military city-state.
I'm thinking that he got the hwacha from them, but how would a city-state build it in the first place?
 
Units gifted from Militaristic city-states aren't built by them, so your premise is wrong. In addition, if you are allied to a militaristic city-state, it will provide a unique unit of a civ that is not in the game.

This feature can be seen in a tooltip if you mouse over the city-state's screen. It's been formally documented since Gods and Kings. It has existed in a more haphazard way well before that. It's also a question that has popped up here frequently. It gets answered patiently every time, but it probably could have been figured out by doing a search.

To add to the above: you have to be the ALLY to get the unique unit, and you have to be at the right tech level. If you're under or over-teched, you won't get it, and if you're just Friends they won't give a unique out either.

Oh I found that out the hard way last night when I got a musketman instead of a jannisary, that was a frustrating lesson. :(
