Playing Standard size, Pangea map with low sea level and after 20 restarts I cannot get a starting location that is not basically on a peninsula or surrounded by water. I wanted to try Tokugawa, building a lot of districts but I'm guessing he has Hojo's coastal start bias:
Keep in mind that there are many factors that go into the plot evaluations for a starting location. Start biases are only one and depending on their priority may or may not have a significant effect.
Tying the start bias to the civ and not the leader does seem like a strange oversight to have been made for a game that had an alternate leader from day 1 of its release.
I had to reroll several times to get a decent inland set up with him, and even then I was still pretty close to the coast. It's not prefect but I'm going to just keep going with it.
He seems a bit similar to the Maya in that respect, where you want lots of empty land around you to maximize your 6 tile bonus and push all your cities' districts close together.
