Can I build roads to floating cities?

Simple question. I assumed it wouldn't be possible. Then I found I could build farms on water etc. Then I read someone in a thread here talking about how it is possible.

So if it is possible -what tech do I need to unlock? Currently my workers can build everything on water but roads....I've examined the tech web and civilopaedia but found nothing.

You can build a road ON a floating city. That one tile specifically. Then you can move the city and do it again. So theoretically...you could.

That said it's likely just a bug.

Water cities can only connect to land lock cities if you have a road going from that land city to a coastal city. Trade from a land locked city to a water city is done with planet survey.
