Can I make a 3.17 scenario work in 3.19?

I run Windows XP with BTS version 3.19.
I'm trying to run the Road to War: Global Assault mod/scenario (http://forums.civfanatics.com/downloads.php?do=file&id=11924) in 3.19, but it keeps saying that it cannot read the WorldBuilder file when I try to load it. I think it might be because it's a 3.17 scenario. Is there any way to fix this?

In general you can run a 3.17 scenario with 3.19 and vice versa, but the problem is here not the version, it's that the mod has been updated in various ways, which broke the scenario -> no real way to get that work.
