There was an intervention in the origional but I havn't been able to trigger one thus far...
The short answer is "no".
There have been some suggestions on the forums here for mods to include foreign intervention, but the only sure way to make the other colonial powers "ally" with you is to conquer them, take their cities as your own, and use them to fight your own war against your own king.
