Can someone clear up the FP thing?

A good rule of thumb were the FP is useful: In the capital of that Civ next to you. Those cities often hold a couple of ancient wonders (tourism), and usually some kind of resource. And, there is another not so known benefit:
The AI will found its first ring cities on good sites (since they know the resources). So, with the FP in a former capital, those cities have a low distance corruption - and, since they were founded very early, they have the best ranks of all cities with that distance.

Since I prefer a slow, balanced expansion, I rarely have enough cities for the FP before I :hammer: a neighbor in the early Middle Ages anyway.
IMHO, it doesn't matter that much if the FP city is 1st ring or 4th ring, as long as the direction makes sense. But it really matters how good that city spot is itself.
