I believe (search the forums) an Eragon mod has started.

At any rate, what you're describing will be tough. You'll need to learn XML (really easy, all of it is intuitive) and Python (hard-ish), as well as C++ for hardcore modding. There are tons of tutorials in the tutorial section.

I suggest you do some basic mods and build up confidence before embarking on a massive project like this. Also, contact other modders who can work with art models and everything (check the downloads database, etc).
