Can someone mod the UN to be useful?

Non-Nuclear pacts, trade agreements and etc would be good for a game which has more back stabbers than a teen drama whose audience is teenaged girls.

I would like to see something like Trade Unions added in to the normal game, but a mod would be nice too. I was thinking things like the EU.

Could be possible once we get access to the .dll
