Can the # of civs in a game be increased on large map?

When I am on the HUGE map, I can get all 18 civs in the game (me and 17 AI's).

On the LARGE map, it won't give me all 17 AI's. Is there a way to force the game to give you all 17? I know it would make for a crowded world but I like having a lot of opponents to play against, but don't like the HUGE map because of the incredible slowdown that happens in the modern era (i.e. takes forever to get through turns).

The incredible slowdown you're talking about is trigged by the sheer number of units to move, not by the size of the map itself. So increasing the number of civs will give you a similar slowdown, even on a smaller map. Ok, you will have a little less units since every civ' will have less cities, but still... And more civs in a more tiny place means more wars, more military units moving around.

But when I put so crowded maps, some CIVs always dies before modern age..With large map and 18CIVs, I would bet 2-5 CIVs would die "fast".. But then again, somebody would take their places :P

Yep. Choose Custom game.

Just open the 'closed' civ on the bottom when you get to the choose players screen, another closed selection will show up just below, repeat with that one, and keep going one after another until the bottom of the list stops growing (18 players).
