indeed QoS (quality of service) is the thing you're looking for. most never routers have some inbuilt functionality. unfortunately, many consumer routers only allow rudimentary configuration (i.e. based on protocol, not based on IP), so that might not help you.
IIRC there are some traffic shapers to be available freely for windows.
Traffic Shaper XP is a freeware tool that should be able to do what you want thoug I don't know if it works under vista.
