Cannot cancel pacts of cooperation/secrecy

I have screenshots that show that I have pacts of cooperation with Ramses, but don't have the option to cancel it.

When I go to discuss, all it says is "do you want to form a pact of cooperation", not something like "we no longer want to work with you". But I know I have one, and on the diplomacy summary screen it says "Pact of Cooperation" next to Ramses.

I'd post the screen shots, but they are in .tga files - what the heck is that? Nothing on my computer recognizes that format, and changing the extension to .bmp doesn't work.

I'm playing a custom world, Huge Map, 18 Civs, Marathon game, if that matters.

Okay...is anything in diplomacy acutally working? I guess there's now no type of pact left which does not have a bug.

I was out of town last night, I'll post the save file tonight. There are multiple of these situations within the save, I have a slew of pacts of cooperation and secrecy, not just the once mentioned above, can't cancel any of them.
