[NFP] Cannot create National Park where I want to

I have Civilization 6, New Frontiers Pass, 1.0.128.9
So situation is as follows:

• I want to create national park in my city (see bug_wanted.jpg)
• Naturalist, I bought, cannot create the national park where I wanted, instead highlighting lower-left diamond
• The diamond, I want to use for national park is also owned by the city and has required appeal ( see bug_belongs.jpg and bug_appeal.jpg)

I think you have this issue outlined in the wiki:-

Sometimes the game engine does not select the tiles a player wants for the National Park. The problem is not that it cannot be built there, but that the game decided the park outlined in white is better. To force the game to select desirable tiles it is required to change something to break that outlined park, like adding an improvement or temporarily changing tile ownership.
