Playing as Gorgo on immortal, standard size map, fractal.
I had the Isolationism policy card. Something caused the card to expire--either a tech, new civic, or age (all three happened within a turn of each other). But I think it was the change in age that did it.
I was asked to select a new policy card, but they were all grayed out. I could not select any card and thus, could not end my turn.
I reloaded several autosaves and it continued to happen. The only thing that worked was to go back far enough and replace Isolationism with something else before the event a couple turns later caused it to expire.
