Cannot hurry production

I am unable to hurry production even though I hjave the slavery civic and a population of 5 in my capital. The button is simpy greyed out. Strrangely, the greyed out hoverover button that is inactive says "1 unhappinmess for 20 turns" rather than 10 as in the manual. Can anyone explain what is going on?

That probably means that your city does not have sufficient population. To whip n population points a city needs to have 2*n total population. The interface should say something like "Costs n population (Max Avail: x)".

"1 unhappinmess for 20 turns"

This is due to how it works. Whipping adds one unhappiness to a counter, which decays with a rate of 1 unhappiness every 10 turns. This message is indicative of you having whipped before and the unhappiness not having decayed yet.

As for the unhappiness duration, it could be owing to the game speed: 10 turns is for Normal speed.
I believe it is 20 for Epic, and 30 for Marathon.
