Cannot install CEG or CEP

I've done this 3 times.
I download the latest file from the communitas wiki.

Copy it over to the MODS folder.
Start CIV.
Choose mods.
Check CEG and CAT.
It shows that files are transferring.
The game shows Vanilla.
When I go back to MODS, the modinfo files are gone but no MOD file has replaced it.

MODS are working because I consistently get Infoaddict and IGE to work.
I tried it twice without these 2 addon mods and it still is vanilla.

What else can I do?
Maybe the CIV5 modbuddy or mod-load page does not recognize the new mods and deletes them.

Does the name of the modinfo file matter? It says communitas_ai_and_tools__v_3.civ5mod.
 
I delete cache each time.
ModUserData shows IGE plus this:df3333a4-44be-4fc3-9143-21706ff451d5-1
when I tried it without infoaddict.

The CEP 3.4.2 file is nowhere to be seen in the MODS folder.
 
What exactly do you mean by:

The process should be exactly the same as IGE or InfoAddict. Unless you are installing those via Steam?

I discovered that the system was looking to the old mod folders that had __communitas in front of it.
However, the "old" mod folder was also CEP v3.4.2.
It also doesn't load its values.
What are the characteristics of the new mod as I'm seeing units, promotions and buildings from Vanilla.
EX: Insta heal, Mausoleum, ...
and items in the leader folder are not present for the civs I use.
Finally, hurry gold and policy points do not match the values in CEP.

It looks like you are trying to extract 'communitas_enhanced_gameplay__v_3.civ5mod' into a directory within your MODS folder.

That file is simply a zipped file of the mod as generated by ModBuddy. All that is needed is to copy it into your MODS directory, which for the sake of eliminating errors should be empty (except for Cat), and then start Civ V and let it unzip it and remove the now unneeded *.civ5mod files.

You should then have something like this:
\My Games\Sid Meier's Civilization 5\MODS\Communitas Enhanced Gameplay (v 3)

If not then something drastic has happened to you Civ installation.
 
ExpiredReign, it looks like his problem was that he had multiple versions of the mod in his MODS directory.

I found a solution to my bug.
Somehow the 3.4.1 or .2 modfiles from this morning were being grabbed by the game and an error referencing those files caused the default to Vanilla.
I moved the build modfiles and once again put the install files from the wiki.
The game loaded CEP correctly.
 
Thanks @stackpointer, trying to keep up with all the posts is like chasing a rabbit. ;)
