Cannot Load People Onto My Boats

I have read the help file on this, and lo and behold but the assumptions I made about how to load people onto my boats were actually pretty accurate.

- Drag a person who is standing on the coast onto the boat
or
- With both in the city, in the garrison, right click and get a menu option that allows you to load the person onto the boat
or
There is a "Load" button at the bottom of the screen at some point when you have them beside each other or both in the city

But none of these are ACTUALLY TRUE for me. I have tried all this and so much more before even trying to find the help file. I'm quite sure it is the appropriate kind of boat.

I also tried ctrl-L as possibly a "load" hotkey, which it is, "Load GAME". Not what I was intending.....

I thought this must be a bug, but I can't seem to find others having this problem.

What kind of boat is it? Does the unit you are trying to load have any movement points left?

Thanks for making me think of movement points left! How didn't I think of that?

I tried this (with a Galleon, I believe, I just recently started playing...) and I was able to load someone in a city onto the boat, when the boat was in the adjacent square (by just telling him to go there).

But I still could not do it from within the garrison, and I don't think there was a load button at the bottom of the screen either...
