Cannot play DLC in Offline mode??

You can load the game without steam or with steam in offline mode? Why not just load steam in offline mode if that solves the problem? Did you purchase the game off steam directly or from some other place?
I have not been able to load steam in offline mode, only the game without steam since the comp. I play civ is not connected to the internet. Tried to load a DLC game but error states that I must purchase DLC which I bought a long time ago. Only vanilla civs are displayed...

By your description, you are already doing something we don't know how to do, which is run Civ 5 without Steam at all. So, either you know a trick you have to teach us, or you are mistaken and you are actually running Steam in the background in off line mode.
Has this computer ever been on the Internet? I would suspect it was at least once when you got Civ 5 and since that time has been taken off line. If you are using your Steam account from multiple computers it is possible you took this computer off line between the time you activated Civ 5 and later bought the DLC from another computer. Your computer would know Civ 5 was legit but not the DLC. If this is the case, connect the computer up long enough to let it sync up with Steam and then take it back offline.

Sounds like you need to get that computer connected to the internet for a bit so it can download the associated DLC you already bought.
If you're doing something that explicitly bypasses Steam.. well, that's not allowed, and it's a good way to get booted from both Steam and these forums. There's a good chance you're just clicking Steam's Civ V icon and don't realize Steam is running in offline mode in the background though.

Yeah, my last patch update was the one before the latest patch. I got rid of my internet connection end Nov. and can't connect my desktop to the internet anymore, only wifi on my laptop. The only way I can play Civ is by pressing cancel when the steam prompt comes up, otherwise it will ask me to start steam in offline mode... when I try to connect offline mode steam will not load and neither will the game. I've already bought, downloaded, and played the assoc. DLCs months ago though now I cant play them.
