Cannot produce or purchase buildings

I got steamworks v4. It is the only mod I have enabled. I start a new game with Pacal and start my settlement. The building production field is empty. I also started a game with rome to ensure that it wasn't just the new content with the problem. Again, it's the only mod I have enabled. I have deleted Moduserdata, cache, mods, and log...to no avail. The problem does not exist if I do not choose to enable a mod.
