Cannot Uninstall/Reinstall Civ IV

I have the Game of the Year Edition of Civiliation IV and had previously had it on my computer with Beyond the Sword. I was having issues with my computer where the game wasn't working properly and I thought I had uninstalled it, via the "Add/Uninstall Programs" window. However, when I went to re-install the game, it told me there was still an newer version on the computer and I had to uninstall that to reinstall the disc.

When I went back into the "Add/Uninstall" window, and attempted to uninstall the game, I got a message saying there was an error and that it couldn't complete the uninstall. I would post what it said, but for some reason, the window won't even pop up now.

Long story short, I can't uninstall whatever's left on my computer and I can't re-install or repair the original game I had installed.

I don't mean to double post but a) no one was able to get back to me yet and b) I managed to get the error screen to pop up, so I can post this;

did you manually delete any files yet? you do want to reinstall, correct? What operating system is this?
