Can't attack, can't declare war?

Japan attacked me and two of it's city states did as well. I took one of the CS and was going to attack the other.

1- I can't attack or move into and can't declare war on CS - says I can in 6 turns

2- I can't move into or declare war on Tokyo either.

What gives?

Do you have a save game?

Not on this game anywhere close. Now can declare war in 2 turns - still can't move into either tokyo or CS, both have a red line around them.

I do not understand the issue so if you had a save file or a picture that may help. What are you trying to move into the city?

I can now go to war with the CS but I can only declare surprise war on Japan. No option to just declare war.

So declare it.
Sounds like you must have taken a peace deal at some point and just not noticed, maybe?

Think I found out how to do it - went to Civ leader window and have to denounce them, then can declare war in 5 turns. Otherwise have to declare surprise war - but it did not give me that option before on the CS.

OK - Have attacked CS but when I do my unit takes serious damage and very little to CS. I fire on it with Battleship and I get 22 damage to 1 for CS. Now just pillaging it.

Ref the damage - I think it is referring to the 2 bars above the city and not the damage my unit takes. Duh.
