Can't build anymore cities?

I am playing the latest version of conquests. I am playing an editied game with all 32 civs on a 362x362(or the biggest possible) map. I was expanding and all of a sudden when I said create city, my settle knelt down, and asked for the name of the town. I named it, and then a box appeared saying 'too many cities.' What happened? Is this a bug or is it that the game can't handle such a big map?
 
512 cities world wide, that is! You can still build more if AI cities get destroyed.

If you ever get 512 yourself you'll win a conquest victory, so the max for yourself is 511, with 1 city remaining for the last opponent. (unless you disabled conquest victory)
 
Darn, is there anyay to change that? I've expanded to the max and there is still tons of room.

Yes, go raze some AI cities and use the new city room to expand for yourself.

But on such a huge map, you'll always have way too much room, so I suggest you start this game on a smaller map.

Not if you are playing on a super huge big map. (depends on layout a bit though)
 
I have fitted 509 on a normal Huge map. Some areas were cramped.
I did it to prevent the AI from settling more cities in a milked diplo game.
