Can't Build Aqueduct on Floodplains as Egypt (1.0.0.26)

Despite Egypts ability to build districts on floodplains, can't build an aqueduct on floodplains in the second city in this save.

Same here.

In facts you can't build some other districts on floodplains as Egypt :

- no aqueduct
- no aerodrome
- no neighborhood
- no spaceport

Basically if it's not a specialty district the ability don't work.
