Cant build buildings in captured cities!Beyond the sword!

New to this, trying to fix problem in game. Captured a bunch of korean cities and can't build any buildings! Can build units, culture, wealth and science. Have captured barb cities, or taken other cities through culture where I can build buildings? What is going on?

Are you sure the Korean cities aren't still in resistance (shown as a fist next to a number)?

What map script are you playing? Is it Boreal?
