can't build buildings on Boreal map

Very strange. In the save you'll see that the Great Prophet cannot build the shrine. I can't build a temple in at least one city. I can't build walls in others.

I've played several BTS games without these issues. I think the difference is the Boreal map.

Very strange. Same for me when I load that game. Can't build any buildings in your capital.
