Cant build cities here

No, the computer absolutely will not build much past their modified OCN even when it would be a good idea. As an experiment play a game on a huge world with just a couple of opponents. You will find that they will stop building cities somewhere around their modified OCN point and start building colonies instead. I've done this experiment a few times and am 100% convinced that it is true.

This will make the game much easier for you since you can claim the critical late game resources without a war by putting a city next to their oil or uranium colony. I know, I've done this.
 
I think there should be no ban on any terrain type for building cities, but building a city on a forest, tundra, desrt, etc. will have a delay in its building. Perphaps for a couple of turns you could see the settler still clearing out the area on rough terrain.

The people in Baghdad might disagree with that one.Most of them are very poor with no medical care but yes there are a few big desert cities but look at how much of the worlds deserts have no cities at all. To have every square inch of the worlds land filled with modern cities seemjs a bit much......ty......dread

Nobody is stopping anyone from building a city on these terrains (in real life), however the countries are smart enough not to.

I'm still thinking your colonies. The only example that I can see is the American colonies (or British for you exacto-heads). These were in British territory. France couldn't just come by and plant a city a few miles away froma fledgling Pennsylvania and thus tell the Britains to get off of their territory. This is what happens in Civ3.

A more realistic method would be that a colony may increase its cultural borders and eventually become a city. Better yet, what if people from all over the world began to immigrate to these colonies. Perhaps they are unhappy and want to move.
 
Yep that would be a good plan also. Maybe have a colony become a city after so many turns under the right conditions.:goodjob:
