Can't build culture during war?

Why can't I build culture (like libraries and temples) for newly acquired cities? My choices are all military (tanks, calvary etc...). In fact, it seems as though any cultural gains that were their, are gone once I take it over?

You are most likely in mobilization, meaning you can only build military units and improvements. You cant capture culture from other civs, only non-culture improvements like banks and barracks.
