Can't build Mind Flower

I am trying to build the mind flower and attempting to select it in the build menu - but clicking on it won't add it to the build queue or select it as the only build item for any city.

Instead it just sends all the tile icons in the city screen black/blank.

Any ideas or assistance welcome. In the meantime I'd better aim for a different victory!

This is not a bug, it is the game working as it should (although perhaps not with enough explaination to the player).

The mind flower and other victory wonders are actually tile improvements as well as city buildings.

Click on one of those black circles that appear to say which tile you want to build it on, and it will add to the build queue and start being construced on that tile.
