Can't build seaside resort

It's not giving me the option to build a seaside resort. It's on a coffee tile. Does that matter? Can I not build a seaside over a resource? (and yes, I removed the plantation before I tried to build)

Seaside resorts can't be built on strategy or luxury resources like coffee.

You also can't build on natural wonders, hills, or tundra.

You can build on desert though, so take note of that.

yes it does matter, same reason you can't put a farm there: only improvement that goes on a resource tile is the corresponding resource improvement (plantation in this case)
