Can't build settlers?

Ive searched but found no answer other than maybe look at cheifdom civic(which doesn't seem to have anything relevant)

Im playing my first game of New Dawn and don't have the option to build a settler. I'm sure I'm missing something but I can't figure out what. And no, I didn't play a one city challenge.

Any help would be appreciated.

The Gov't Civics starting with Chiefdom have a City Limit built in. For Chiefdom once you have built 3 cities you can't Settle anymore with your settlers. You have to research and achieve the next Civic Despotism which allows, iirc 6, then the next Gov't Civic which allows more, all the way thru Republic.

I only have 1 city and can't even build a settler; it doesn't even show up grayed out when i look at the city. It's like the unit doesn't exist.

Also, The chiefdom description doesn't say that. I'm not saying you are wrong or anything but pointing this out as a possible symptom.
