Can't build Shakespeare's?

I'm going for a 20K culture win but my main Wonder city (size 12) is unable to build Shakespeare's, even though my forbidden palace city (also 12) can. wuwt?

The main difference I can see between the two cities is that the FP city has a Univ, while the Wonder city doesn't. Does Shakespeare's require Univ? Pedia doesn't say anything about that.

Did you chop any trees down around the city for shields? If so, I believe, once this is done, you can't switch to a wonder.

I h8 when that happens. I'm trying to improve the terrain around my city, so I clear a forest. Then when the wonder is able to be built I can't giving my oppenents a lead. :-(
