Can't build University of Sankore with Portugal (Not a bug)

My guess is the game doesn't recognize the Navigation school as a University, thus no city built by the Portuguese can build the wonder.

Doesn't seem to be the case for me - I did build it. Are You sure You have all the requirements for Sankore met?

Yeah, you're right. I had the setup in 3 of my cities, and neither one could build it. I has aluminum, 2 has oil. I don't know if I'm lucky or unlucky with the strategic resources, but I didn't know you couldn't build wonders on them, just thought the nav school is bugged.

That's the one you can only build on desert, right? (Or lumpy desert).

I was looking for exclusion in the XML for similar wonders that require a specific building, but it only lists the university. The Navigation School has a straight "building_university" replacement declaration, so it should work?
