Can't build work boats on lakes, but there's a whale in it

I am not shore if this is a bug but I have a city with whales in a lake (it's only a lake as ice makes it so you can’t get in to it) but as you can’t build ships unless you have cost next to your city I can’t build a work boat to improve and the whales

Whales in the lake are in the hex of my southern most city Lhasa

Confirmed that Lhasa has a Lake tile containing Whales. I think this is a bug because Civilopedia states that Whales occur only in Coastal tiles. Also, Lakes are impassible, so a Work Boat could never occupy the tile.

OK, then that's another Civilopedia error.

I have just been exploring on the map (fighting a war) and the Iroquois have a lake with fish in and they have boats.
also a city on the lake with no sea access (well it does though another city I own) can build ships

So I would say the bug is just that Lhasa can’t build the work boat

I attached ne save game where you can see the new lake

Sorry that lake is for some reason made of cost and ocean (despite being surrounded by land)
