I was playing a custom game as the Bannor with four other evil civs. Wanted to get the armageddon counter up to 100. As it climbed each of The Four Horseman were release and visited terror and distruction on me and the other three civs that were still around. Three of the Four Horseman were destroyed and the last one was leaving me alone for a bit so i thought that i would try to get my last remaning city up and running again but i couldnt build any workers or settlers. So my question is does the armegeddon counter disable them once it reaches a certain level or is there something else i am missing?

You're running crusade, undoubtedly.
It blocks a ton of things that don't have direct military implications. Including workers and settlers. I think it blocks markets, courthouses, libraries, elder councils, etc, too.
Mainly, it only allows you to build troops, and buildings to train troops.
