Can't capture city state

Hello, new to the Civilization series, and the game type as well. I have question, and it is probably something I am doing incorrectly. I have surrounded and attacked a neighboring city-state. I have taken its defenses and health down to 0. I however do not know how to caputure it. It will not allow me to move on to the city center tile. and health then regens every turn. What am I doing wrong? Thank you in advance.
 
You probably have attacked the city with only ranged and bombard units (archery and catapult units). They can pound the city down to zero health, but to actually take the city you need at least one unit that engages in "hand to hand" combat (referred to as "melee" but horse units (other than horse-based archery units) also suffice).

Yes, I used only archers and horseback archers. However I did try to bring in a battering ram to no avail. Does it need to be a warrior type? Thank you for responding.
 
Yes, it needs to be a warrior, spearman, horseman, etc. -- anything that has "combat strength" but no "ranged" or "bombard" attack capability.

Battering ram is a "support" unit, which means it provides a bonus to adjacent units but has no combat strength or its own and cannot engage in combat itself. Same goes for siege towers, observation balloons, etc -- check out the Units tab in the Civilopedia for the various kinds of units, including the units under the "Support" section of that tab.
