Can't Change Civics: Warlords

Hi,

My copy of Civ4 works fine, although when I try to run Warlords and change Civics from the Civics screen, none of the Civics options are displayed and my only choice is to click Cancel (which doesn't work anyway, I have to Esc out of the screen). Note I can still change Civics when discovering a new tech, just not out of the Civics screen. My Viking civ was doing really well until I completed the CS slingshot and couldn't adopt Bureaucracy

I'm running patch 1.61, which downloaded when I installed Warlords. I'm not sure my system specs since it's not my computer! And again, Civ4 basic works fine (also patched).

I had the same problem and it took me a painful full afternoon to finally resolve it.
In fact I had the same problemS:
- TXT_KEY_MENU all over the place
- no button other than Cancel on Civics and Religion screen.

Browsing the internet I saw that some people were saying that the TXT_KEY_MENU problems are due to XML parsing problems, due to locale settings not being... US. That sucks A LOT, but I recognize the usual US attitude to believe that the whole world is going their way... don't take it bad though, I live in the US and enjoy it Anyway, my PC was set to French locale settings, so I changed it to US.
No improvement in Civ IV even after several reboot.
Finally yesterday I took the time to uninstall everything (patch, Beyond the sword extension, Civ IV), cleaned up all Firaxis and Civ IV folders, then re-installed everything again: Civ IV (from a DVD bought in France !!), patch 1.74, Beyond the Sword with the 2-CD bought in the US, patch 3.17, all of this with locale settings set to US.
And it worked !! No more TXT_KEY_BLABLA, and also, now I can change civics and religion.

So the minor side effect is that I have to keep the US locale settings to be able Civ IV. Oh well...

the locale setting is only the culprit in computers that use a non-latin language for their locale - so the French setting should not be a problem...
Whatever caused it - glad its fixed though
