Can't clear jungle in enemy territory?

My plan was to clear a jungle (normally can't found cities there) in enemy territory and found a city to build a beachhead.
No my worker is unable to clear the jungle. Does it need to be connected to anything??
 
This is for a Mod, right? But presumably not yours?

Because if it's someone else's, then maybe they've tied the Jungle-clearance Worker-job to a tech you don't have yet? e.g. the Worldwide Mod doesn't allow it until way late in the game (and my W-i-P allows it with Engineering). But if you've already been able to clear Jungle on your territory, then maybe it's just banned within other Civs' borders, if you don't have an RoP (which presumably you don't, if you're at war with them...)?

Wasn't there a patch made at some point that made it an act of war for the human player to send his/her Workers into the AI's territory to 'improve' it, e.g. by changing their irrigation to forests?

Yeah it's my mod. I haven't changed anything about clearing jungles (takes a little less time, and you can't found cities on jungle, but that shouldn't matter, should it?).
I have the engineering tech and I have been clearing my own jungles already.
I'm on another continent and in enemy territory (war with the aztecs)... I didn't realize you can't improve in enemy territory, or in a frienly civ territory for that matter.
Roads can be built in both though...

I actually just re-read a post from @Justanick which confirms that you can improve (or should that be 'improve'? ;) ) friendly AI-Civs' tiles, if you have an RoP in place.

But that would suggest that no, you can't do it without an RoP — and by extension, nor during active hostilities.
 
What might be the negative long-term consequences of sending workers into friendly AI-Civs to make "improvements," say, as a prelude to a DoW? I haven't even tried any such in a really long time (except for building roads that help me).

If I understand correctly, then none — so long as you remember to make sure that all your Workers are clear of the AI-Civ's territory before you actually declare. (If you don't, then the usual RoP-violation penalty applies for having 'troops' within foreign borders, which will then make it difficult/impossible to sign further RoPs with any friends of the Civ you backstabbed).

But with an active RoP, and roads — and especially rails — in place, the evacuation shouldn't take more than a couple of turns at most. If it might/will take longer than that, and your RoP has already run its full 20 turns (which it should be allowed to do, especially if you were paying for it), you could simply cancel it, send an attack-unit just over the AI's border (if necessary), and then let your soon-to-be-victim helpfully boot all your units back to your side.
 
I'm not sure if clearing jungle is even allowed in another civ's territory. It is possible to road, irrigate, and mine, but not clear afaik.

Sometimes the AI gets upset at workers, other times they dont notice them. But they are less likely to do it as quickly as an offensive unit.
 
You cannot clear wetlands (jungle/marsh) in AI territory. it's just a rule.
