Can't Conduct Diplomacy on a World Map

Today, I was playing the Revolution Mod (Well, CIV Gold Merged with Revolution, but anyways), actually every time I play Revolution on a World Map, I cannot conduct Diplomacy why does this happen? I have a feeling it has to do with Start as Minor Civs, but I'm not certain.

Do you have it turned on? If so, you need to wait until both you and your diplomacy target have writing. (If it's a civ spawned from barbarians, you'll need to wait a bit for it to turn from a minor civ to a full civ).

Yeah, minor civs cannot conduct diplomacy ... it's part of the fun of that option, where the world starts out as a pretty hostile place before civs can record their diplomatic agreements in writing!

What I mean is I can't conduct diplomacy even after I research Writing!

The target Civs need to have researched it too.
