[GS] Can't create new game with GS or R&F ruleset

I attempt to create a new single player game and in both quick setup and advanced set up the drop down for the rule set says standard and won't et me change it. All my mods are disabled. I load a saved game from before this started and I can play in the GS rule set. No idea what is going on.

Did you inadvertently disable the expansions when you disabled your mods?
