Can't declare war

I want to declare war on another (AI) player but the game won't let me.

If I enter the diplomacy screen the leader tells me he doesn't want to talk to me so I can't declare war that way.

The game won't let me move one of my units into his territory so I can't declare war that way.

I don't share a land border with this player.

I have never been at war with this player so there is no existing peace treaty.

I did cancel my trade agreements with this player at the request of a third party - and cancelled my trade agreements with the third party at the request of this player. The game will let me declare war on the third party though (but that isn't who I want to attack!).

Do other people see this as a bug or a feature - and has anyone else found a way to declare war in this situation?

Was allready mentioned ;)

just press the alt key and click on the leaders name you want to declear war. If you do it this way, it doesn't matter if he wants to talk to you or not ...
 
You didn't start the game with the Permanent War/Peace option checked by any chance?

I may be wrong, but... If you choose "There shall be peace in our time" instead of "Your head would look good on a pole" the first time you meet a Civ, I think a Peace Treaty is signed for 10 turns. During these 10 turns you will not be able to declare war. However, I don't understand why the Civ in question refuses to talk to you - I've only had that when I'm at war.

At that early stage in the game there probably wouldn't be anything else to talk about, though.
 
MRM - Thanks for the suggestion. Clicking alt did let me declare war but the game still wouldn't let me move my forces into the territory of the player I had declared war on. So I loaded up a saved game, and refused to break off trade relations with my enemy when the third party suggested it and was able to declare war ok.

Others - I appreciated your suggestions, but after loading up a saved game and replaying this does seem related to cancelling trade agreements at the suggestion of a third party.
