Can't get Civ2 Test of Time to install

This is real pane in the butt. I just picked up Test of time and I can’t get it to install. Nothing happens when I press the install button. I went thru explore and it still will not install. Do's anyone have any idea what is going on?

p.s. I trying to run it on xp home the computer is brand new
 
:hmm: Try shutting down all programs before you install it (using Ctrl+Alt+Del if necessary to shut down all programs except Explorer). If that still doesn't work, maybe you need to run it in compatibility mode. You should be able to find those settings in the file properties (right-click on the installer file, choose properties).

Once you installed it, you probably need the v1.1 patch (unless it was already included on the CD):

No dice, running it in compatibility mode has no affect. Could be a bad disk, even thou it's new.
 
theres a thread called uhh xp and tot i think that might have the reason (2nd post)
and uhh does tot have a council, and what is council, and how you get there?
and explanation of flags, can somone direct me to a few threads, or explain it tonme? im diein to know
$$$$
 
No ToT doesn't have a council. The other versions of Civ2 had it. You got to see funny videos of your advisors telling you whether you did good or not. It had little practical use though.

With flags you mean the flags used in the events? First try your manual, then the macro.txt file in the ToT directory and then try this thread:
