Can't Get Settler to "Join" city

I think that you will find the river/aqueduct/hospital is also needed for WHITE CITIES.

yes, eventually all "growing" cities will need a aqueduct/hospital...but if it is white you WILL be able to join a settler/worker....I've tried and tested this one...if the city is white you can always add to it...if it is red you will not be able to add to it....only yellow has the question "if's" to it. Keep it in mind next time you play, you'll see what I mean
