Can't install Civ4 ( I hate Vista)

So I had largely forgotten about Civ since I beat it countless times until I saw the news that they're bringing back Colonization!

Awesome news, and I decided I really should get back to this awesome game and check out the expansion packs and everything (haven't boughten any yet, though).

I recently bought a new laptop and if there had been an option to get XP, I would have, but there was ONLY Vista, so now I have this mess on my hands:

I've been trying to install Civ 4 all day and every time it gets stuck at -

Sid Mier's Civilization 4\Assets\Art\Movies\Intros\intro.bik

-it gets stuck for a while and then tells me that there's an I/O error...

I'm completely new to Vista, I've been trying random things for hours and can't get anything to work. Any help would be greatly appreciated, thanks.
 
I have Vista and Civ runs with no problems.

There are a couple of things I would try: (in order of difficulty)

1) Make sure your CIV disc is clean and free of scratches - could simply be that there is something blocking your drive from reading it.
2) Disable your anti-virus while you are running the install program.
3) Turn off the UAC in Vista (at least while you install) Here's how
 
Alright, I had a local CD MAX clean the CD's and, sure enough, it installed.

Still a problem, however, after I downloaded and installed patch 1.74.

I get that wonderfully friendly error "This application has failed to start because D3DX9_32.DLL was not found. Re-installing the application may fix this problem."

Is there any simple way to repair Civ 4 or must I try and re-install it until it runs (i.e. is there a way to simply copy and past that single file from somewhere)?

WOOPS! And I knew that file looked familiar, its just a directx9 problem...sry sry sry...another guy didn't bother to search the forums before posting again, my bad.
