Can't open trade with other human player in LAN game

So it is currently turn 645 and year 1500 AD in a LAN game with a friend. He is Arabia and the host of the game, I am Bismark and the second player. I can't open any type of trade dialog with him. When he offers me trades I can't left click it because when I do nothing happens. When I click on his city name bars nothing happens, just the left click sound. When I try to go through the diplomacy box nothing happens.

He can offer me things though and open up the trade dialog, but I can't do anything about it.

Are there any fixes to this? We both restarted everything and reloaded it multiple times. We can only trade with each other when I'm not connected, meaning he trades with the computer.

Edit: Gonna grab the saves later tonight or tomorrow hopefully.

We tried doing it over an online game and no fix.

Anything ever happen with this? Just ran into this in a 3-player game, 2 players can trade with each other but neither can trade with the 3rd. He can't open diplomacy with us or open trade proposals we send.

Edit: Offending save file attached. This is turn 341 but we went back as far as turn 326 and had the same problem. Starting a new game, we could talk to each other.
