Can't progress after restoring dead Civ

So, it went like this:

• I met Rome.
• Rome conquered all of England's cities (I haven't met England).
• Rome declared war on me.
• I took one of Rome's own cities, kept it.
• I took one of Rome's cities that used to be Sean Bean's- I mean England's (it was Sheffield). I kept it.
• I took one of Rome's cities that used to be England's capital, and returned it to England, which should restore them to life.

Now when I click next turn, nothing happens.

Anyone else found this? Any workarounds? Gonna try waiting a turn before I take the city, see if it's an RNG issue. Also just resetting my password so I can raise it on the official site.

Workaround: save after liberating the city, then reload.
