Can't return captured cities to original owners

Enemy captures an ally's city. I recapture it, and when the raze/governor/return menu comes up, I choose to return it to my ally. This ALWAYS ends up razing the city instead. Every single time.

Yes. Until it is fixed I suggest taking the city for yourself and then gifting it to your ally. Sometimes gifting isn't available immediately, for some reason I don't understand. If you wait a few turns (and avoid producing culture in the city) then gifting usually becomes possible.
