Can't run Civ 5 since June 28

I played Civ 5 all last week with no problems. I went out of town Friday and now I can't get it to run at all. After selecting DirectX10/11 it crashes immediately with the following information:

I have verified the local files through steam twice. I have restarted, uninstalled and reinstalled, and deleted video files from steam/steamapps/sid meier's civilization v or whatever it was. Nothing has changed on my video drivers or anything. I've deleted the config.ini file and it hasn't come back. My video card still functions perfectly well for other games. I've tried turning steam off and Civ still won't load.

mods please close thread I seem to have fixed the problem. Steam was operating in compatibility mode, but I also needed some files updated through steam first or something.
