When there are more notifications that will fit on the screen you can't scroll through them. The bar is there, but no scroll is available.

No, not in the city screen. Just in the world view at the beginning of a new turn when there are a lot of notification icons. You can see the bar, it just doesn't work.

I think we may be talking about the same thing.
The notifications - such as intruders, city connected, trade routes destroyed gets hidden behind the bar of icons that you can click on such as new things to build, new science, new upgrade etc.
If the scoll bar of notifications is partly hidden behind the "action" bar you cannot scroll it.
I think it is a bit annoying as some of the decisions I need to make about what to do may depend on those notifications
However, if your issue is different maybe post a picture
