Can't Settle - been awhile

It's been about 2 years since I played AND and I started a new game, but I can't settle any new cities.

I have two cities right now, but i can't settle a third. At first I thought it was due to civics (as cities are limited on default civics), but after switching my civics, I still can't settle and new cities.

Is there as feature I am missing or have forgotten about?

I am now way behind on the land grab as my neighbors are already on their 5th or 6th cities, and they can outproduce me. So, any help would be appreciative.
 
Can you post your save game? There aren't supposed to be any limitations on settling once you get out of Chiefdom.
 
Nevermind Vokarya.... looks likes your not allowed to build a city unless all 8 (maybe) of the tiles closest to the city are not mountains? The area I was in has a lot of mountains, and I noticed that I could build in areas where 8 space area doesn't have mountains. I wonder if this is default Civ IV behavior... I can't remember :)

Algebra is required to build cities on mountains.

To build directly on mountains, yes, but this game doesn't seem to have gotten to that point yet. I'm wondering if possibly Marsh is the problem. You can't settle on Marsh unless it has fresh water, and lots of mountains would block water like that.

I just can't think of anything else that would block settling without seeing the save game.

The area is surrounded with Mountains and Ice/Hill, Ice, Hill, and Tundra, and one Marsh.

Only two spots (circled) had Fresh Water. Now, I know that Fresh Water is needed, I can plan my settlements better. I am assuming there is a tech that allows me to build anywhere regardless of Fresh Water.

There is not really a tech for that. If you get to Weather Control, you can terraform terrain into anything you want. Both Marsh and Ice require either fresh water or coast to build cities. Swamp also blocks city founding but you can drain that after you research Canals. What I see in your screenshot looks to be a very difficult starting location.
